Lycoming SR 220 Safety Corridor Project

This $40.9 million project includes constructing U-turns, left turn jug handles, deceleration and acceleration lanes and various improvements along the mainline pavement on Route 220 from the intersection of Route 220 and Route 287 near Jersey Shore to the intersection of Route 220 and Route 2014 (Fourth Street) near the City of Williamsport. It also includes the replacement of the structures crossing Larry's Creek and Quenshukeny Run, a new structure carrying relocated Front Street over Quenshukeny Run, and rehabilitation and widening of the structures over Pine Run. Also included are modifications to the existing road network in East Linden as well as guide rail upgrades, highway lighting and other miscellaneous work. The project traverses through Piatt and Woodward Townships, Lycoming County. The improvements for the corridor were developed as a result of the Access Management Study, which included public input. Core Principles

1. Route 220 is a principle arterial highway with the primary function of providing a through route connection between Interstates 80 and 180, as well as providing safe turning movements to local residents and businesses .

2. The most effective way to improve traffic safety on Route 220 is to minimize or eliminate conflicting traffic movements

3. Where conflicting traffic movements on Route 220 cannot be eliminated, improvements that make the highway more forgiving of driver error are desirable.
   

4. Improvements are consistent with current and projected future transportation funding levels.

Corridor Access Management Strategy

1. Prohibit left turns from side roads onto Route 220.

2. Prohibit crossing movements from side roads.

3. Reduce the number of median openings.

4. Provide safe locations to turn around via jug-handles or U-turns.

5. Remove/Reduce redundant access points.

Benefits of Access Management Changes

1. Reduces the number of conflict points.

2. Eliminates confusion in the median.

3. Provides locations to turn around with adequate deceleration length and sight distance.

4. Allows Route 220 to function as principal arterial.

Construction Staging

Construction for 2022 is wrapping up. The last phase of the project will take place beginning in the spring of 2023 with the following projects expected to be completed by the summer of 2023.

Stage 1B-2023 Construction Season

• Youngs East Jug Handle

Stage 3 - 2023 Construction Season

• Replace northbound Quenshukeny Run bridge
• Install guide rail and complete final paving.

Completed

The 2022 construction season completed bridge work at Larry's Creek, Pine Run and Quenshukeny Run and was completed in stages.

Stage 1B – 2021 -2022 Construction Season

• Construct some of the acceleration and deceleration lanes.
• Construct Harvest Jug Handle, and Grandview Jug Handle.

Stage 1C [see note 1] – 2021-2022 Construction Season

• Construct Level's Corner cul-de-sac, and East Linden Service Road.

Stages 2A and 2B – 2022 Construction Season

• Construct median deceleration lanes, Quenshukeny acceleration lane, Quenshukeny deceleration lane, and Loon Jug Handle.
• Replace southbound Larry's Creek bridge. [see note 2]
• Replace southbound Quenshukeny Creek bridge.

Stage 3 – 2022 Construction Season

• Construct the Quenshukeny, Sawmill Road, and Front Street access.
• Replace northbound Larry's Creek bridge.

2021 Construction Season

Stage 1B – 2021 Construction Season

• Construct Youngs West Jug Handle.
• Widen northbound Pine Run Structure and widen southbound Pine Run structure.
• Begin construction on Front Street structure.
  

Stage 1C [see note 1] – 2021 Construction Season.

• Construct U-turns at Larry's Creek, median U-turn.
• Replace superstructure on northbound bridge over Pine Run.
• Complete construction of Front Street structure.
  

Stages 2A and 2B – 2021 Construction Season

• Construct West Fourth Street acceleration lane. 

Stage 1A – 2020 Construction Season.  Placed temporary pavement to allow two lanes of traffic in each direction in most areas during subsequent stages.  All temporary widening was completed during off-peak hours and some weekends so that traffic would not be impeded during rush hour.

Notes:

1 A single-lane traffic pattern will occur during construction of the U-turns near Larry's Creek bridge, the Level's Corner deceleration lane and the median U-turn near the former Woodward Township School.

2 A single-lane traffic pattern will occur during replacement of the Larry's Creek bridge.
