PennDOT announces an In-Person Public Meeting and Online Plans Display for SR 3017 (Bridge Street) Section D50 over the Lackawanna River Bridge Rehabilitation Project in the Old Forge Borough, Lackawanna County.

A public plans display/presentation will be held at the regularly scheduled Borough Council Work Session at the Old Forge Municipal Building on May 2, 2023, from 7:00 PM to 8:00 PM. The public plans display will be available from May 2, 2023, to June 2, 2023.

The bridge is located on SR 3017 (Bridge Street) over the Lackawanna River between Lonesome Road and Howard Street.

The existing single-span steel bridge currently has two travel lanes and a sidewalk on the north side.  Improvements consist of superstructure repairs, bridge painting, repairs to existing abutments, upgrades to an existing guide rail on all approaches, and upgrades to signing.

A detour will be implemented during construction. Detoured truck traffic will utilize Lonesome Road, Main Street, North Third Street, Moosic Road, and South Main Street. The truck detour is three miles. The passenger vehicle detour will utilize Lonesome Road and South Main Street. The passenger vehicle detour is 0.6 miles. The detours are expected to be in place for approximately twelve months. Local access to driveways will be maintained during construction.

Construction is expected to begin in Spring 2024 and last approximately 12 months.

The bridge was constructed in 1959 and if the deterioration is not addressed its integrity and safety will be compromised. An average of approximately 4580 vehicles per day use the bridge.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project's potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation's 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire to be completed by hand and mailed to the address at the bottom of the form.

Detour

Passenger Vehicle Detour

From points south of the bridge, proceed west on Lonesome Road for approximately 0.1 miles to the intersection with South Main Street. Turn right onto South Main Street and proceed north for approximately 0.3 miles to the intersection with Bridge Street.  Turn right onto Bridge Street and proceed south for approximately 0.2 miles to the end of the detour.

From points north of the bridge, proceed north on Bridge Street approximately 0.2 miles to the intersection with South Main Street. Turn left onto South Main Street and proceed south for approximately 0.3 miles to the intersection with Lonesome Road. Turn left onto Lonesome Road and proceed east approximately 0.1 miles to the end of the detour.

The overall detour length is approximately 0.6 miles.

Truck Detour

From points south of the bridge, proceed east along Lonesome Road for approximately 0.3 miles to the intersection with Main Street. Turn left onto Main Street and proceed east for approximately 0.6 miles to the intersection with North Third Street. Turn left onto North Third Street and proceed north for approximately 0.2 miles to the intersection with Moosic Road. Turn left onto Moosic Road and proceed west for approximately one mile to South Main Street. Turn left onto South Main Street and proceed south for approximately 0.8 miles to the intersection with Bridge Street. Turn left onto Bridge Street and proceed south for approximately 0.2 miles to the end of the detour.

From points north of the bridge, proceed north on Bridge Street for approximately 0.2 miles to the intersection with South Main Street. Turn right on South Main Street and proceed north for approximately 0.8 miles to the intersection with Moosic Road. Turn right onto Moosic Road and proceed east for approximately one mile to the intersection with North Third Street. Turn right onto North Third Street and proceed south for approximately 0.2 miles to the intersection with Main Street. Turn right onto Main Street and proceed west for approximately 0.6 miles to the intersection with Lonesome Road. Turn right on Lonesome Road and proceed west for approximately 0.3 miles to the end of the detour.

The overall detour length is approximately three miles.
